Watermen's Alliance exists to protect and promote the future of spearfishing in California. Through advocacy, education, and collaboration, we work to support access, defend legal rights, and strengthen the voice of the spearfishing community.

Three Pillars of the Alliance

Our work is organized around three core areas that together define how we serve California's spearfishing community.

Advocacy

When public decisions affect the future of spearfishing — through regulatory proposals, marine protected area expansions, or legislative action — the Alliance engages. We prepare testimony, submit formal comments, and represent the community in hearings and proceedings where access and rights are at stake.

Effective advocacy requires preparation, credibility, and consistency. The Alliance works to ensure the spearfishing community is present, informed, and capable of meaningful participation in the processes that shape its future.

Education

An informed community is a resilient one. The Alliance provides access to regulatory information, public notices, formal statements, and reference materials that help California watermen stay current on the issues affecting the sport.

We share what we know — from CDFW regulation updates to public comment opportunities — so that individual watermen and member clubs can make informed decisions and participate meaningfully in the process.

Community

Watermen's Alliance draws its strength from a network of member clubs and individual watermen committed to the sport and to each other. By uniting diverse voices under a shared organizational framework, the Alliance is more than the sum of its parts.

We believe that spearfishing's best advocates are the people who practice it responsibly. Building that network — and giving it a platform — is at the heart of our community work.

Why This Mission Matters in California

California's coastal waters are among the most heavily regulated in the nation. Marine protected area expansions, shifting bag and size limits, gear restrictions, and evolving conservation designations continually reshape where and how spearfishing is practiced. Without a coordinated voice, individual clubs and watermen are often outmatched in regulatory and legislative processes.
